I am setting up a presentation where I would like the participants to give exactly 3 answers to two questions.

I figured out how to allow audience to give more than one answer, but I would really like to be able to limit it to a specific number.

This is already available. In your slide, on the right under Extras, there is a thing called "Allow audience to vote on more than one option". When selecting that, you can use the "Maximum number of options for each participant to select" option to limit the number of answers.
