Currently admins have to be a paid member even if we don't use the service.

Suggestion from Mentimeter: "So I would recommend you assign the ownership/admin rights to the people that will actually use the license."

Shadow IT is bad practice and it's not a good idea for Mentimeter to recommend this. Particularly since good IT teams prevent stuff like account sharing.
